摘要:

文章梳理了公立医院院长职业化的政策沿革,对职业化、公立医院职业化内涵进行了界定,并结合国际经验, 分析目前我国实行公立医院院长职业化存在的管理体制、胜任能力、制度体系等方面存在的问题,提出了院长职业化的四项 实施策略,即健全公立医院治理体系,完善法人治理结构;基于功能定位,明晰胜任能力;建设职业化培训体系;完善配套 人事管理制度,整体推进职业化进程。

英文摘要:

This article reviews the policy evolution in the professionalization of public hospital presidents, defines the professionalization of presidents at public hospitals, and analyzes the existing problems in term of management system, qualification and competence, and regulations and systems, based on international experience. Four practice strategies for the professionalization of public hospital presidents were proposed: to improve the governance system of public hospitals and corporate governance structure; to clarify the qualification and competence of hospital presidents based on functional performance; to improve human resource management system; and to promote professionalization process in a comprehensive manner.
